I am new to the whole pagerank thing...

What is the best way to get a pagerank and how do you make it go up or down?

I know this sound silly, but we have never really looked into it in depth

Get link exchanges or buy high PR links is the easiest way.

The only way to increase your sites PR is by getting more links on other sites pages with PR it does not come from anywhere else rankings, traffic, or content just from plain old static incoming links

Getting links on high PR sites actually didn't do anything for my PR. I had my link on a PR6 and two PR5 sites for several months and I didn't see any improvement at all...eh gave up on that.

Providing a code for every single item of content on your site will provide you with more backlinks. Just get as many sites linking to you as possible, do a heap of link exchanges etc, that's what raised my PR.

The 'toolbar PR' or the PR that you can physically see at digpagerank.com or in your browser is not updated but once every, "Whenever google feels like it."

Therefore I doubt those PR5, 6 links were a waste because it's continually updated, you just can't see it. That's why my previous post suggests that you shouldn't even bother with it.
