they're popular, but if you didn't take the picture yourself, or get permission from the original artist, don't use them on a layout :\

depends, most of the restrictions on the free sites do specify that you can't distribute the photos. I'd think having them on a layout site is distributing the images but that's just my take. There will be many different opinions.
