Can't send messages or add friends

Hi!! My boyfriend's band has a music site and recently they have not been able to send messages or friend requests. They removed their background and any other html on the page but they still can't get it to work. Is there anyone that can help that or should they just make a new page? Is it possible they were flagged for spamming? In most cases a profile suspected of spam will have it's messaging and requesting friends disabled.
