Ad network for new sites

Hi,

We've just launched a new site, but it seems that it's pretty difficult to look for a decent ad network. Site was rejected in some networks. Can you recommend a good ad network that gives decent payouts but willing to sign up new sites?

And for a new site, is it better to run CPC / CPM ads? I was thinking of maybe running CPC ads, but not sure which network should I sign up.
